Stephen Carpenter is a professional land planner with nearly a decade of experience in both the public and private planning sectors. He received a Bachelor of Science in Geography with a concentration in Geographical Information Systems (GIS) as well as a Bachelor of Science in Community and Regional Planning from Appalachian State University.

The majority of Stephen’s public planning career was spent in Pender County, NC. Stephen helped draft the County’s first “official” Subdivision Ordinance, the County’s first Telecommunication Tower Ordinance and facilitated the County through its 2005 CAMA Land Use Plan update. Ultimately, Stephen advanced into the Planning Director position where he assumed the responsibility of Zoning, Subdivision and Flood Administrator. Stephen brings a wealth of varied design and permitting experience including commercial site design, subdivision design, environmental assessments, GIS housing studies, conditional use permits, rezoning, variances, NCDOT driveway permits, and numerous CAMA permits.
